South Gulf Cove (SGC) Town Hall Meeting

Charlotte County and the SGC Advisory Committee will host a SGC Town Hall Meeting to discuss the newly created SGC Beautification MSBU approved by the Board of County Commissioners April 13, 2010.  A proposed $25 annual assessment for the SGC Beautification MSBU is offset by a proposed $20 reduction in the SGC Streets & Drainage MSBU.  The purpose of the meeting is to discuss the objectives of the new MSBU and to gain public input to establish priorities for the SGC Community Plan and SGC Master Park Plan projects.

 

 

 

The SGC Community Plan was commissioned by Charlotte County in 2002.  SGC residents collected data and participated in planning sessions to create a vision of SGC at build-out.  Property owners envisioned SGC as primarily a single family, waterfront community with a subtropical ambiance, extensive open space and many recreational and civic activities.  Pedestrian/bikeways along the major arteries connect parks with lush landscaping and vistas, shaded rest stops, schools, playgrounds, shopping areas, the lagoon and residential areas.  Boating, fishing and water activities are central to the vision.  The SGC Community Plan was accepted by the Board of County Commissions (BCC) in August 2002.

The SGC Advisory Committee was appointed by the BCC in June 2003 to plan, prioritize, coordinate, monitor and effect implementation of the SGC Community Plan. 

On May 13, 2008, the Board of County Commissioners (BCC) unanimously passed a new resolution extending the SGC Advisory Committee for an additional 5 years.  The report lists the sixteen recommendations from the SGC Community Plan, the projects planned, underway and complete, the timeline for each project, and the sponsoring Committee member.

 

The BCC commended the SGC Advisory Committee, Sub-Committees, other SGC organizations and our residents for community accomplishments.  The County recognizes that SGC organizations and residents work as a “TEAM” for the betterment of our community.

 

The five member volunteer committee was re-appointed in June 2008 for another two-year term.  Committee members are Sandy Slater, Chairperson; Kendall Leach, Vice-Chair; April Chattinger,
Secretary; Yvonne Ermirio and Jim Benson.

 

The SGC Park System Master Plan was commissioned by the SGC Advisory Committee in 2006.  Resident input was obtained through a public workshop and meetings with community leaders.  The plan recommends a system of parks, recreation, open space facilities and pathways to meet community needs now and in the future.  The SGC Park System Master Plan was accepted by the BCC in October 2008.

The SGC Community Plan and the SGC Park System Master Plan are the action instruments to achieve our community’s vision.  These plans are available on the County website at www.charlottecountyfl.com under Boards & Committees, and the SGC Advisory Committee, or from the Conservancy and Community Trust of SGC, Inc. (CCT) library.

The SGC Advisory Committee represents all property owners in SGC.  Each member sponsors areas of the plan and has Sub-Committees or Project Managers to pursue various projects.  They interface with County departments to explore alternatives for implementing recommendations.  Funding is provided through County grants, impact fees, sales tax, ad valorem taxes and non-ad valorem assessments.  Fund raising, donations and non-government grants are coordinated through the CCT.  Recommended actions go before the BCC through a public hearing for decision. 

The SGC Advisory Committee meetings are normally held from 9-12 on the 4th Wednesday of each month at the County Administration Building.  Meetings are open to the public with time and location announced on community and County websites.   If you are interested in any particular area, would like to be heard, or are willing to work on a team, please contact any member listed below.  Your input and support is important.

Sandy Slater – Chair (CCT Associate Board Member)

-         Entranceway Signage –Management contract award January 2009, construction completion planned end of 2009.

-         SGC Neighborhood Park (at SGC Boat Ramp) – construction underway, completion planned summer 2009.

-         Land Acquisition – 3 County lots traded in 2008 toward completing McAlester Park, pursuing additional trades to enhance other park sites.

-         Funding & Resources – Entranceway signage, park development and park maintenance funding obtained through S&D MSBU. The $1.2M to develop the Neighborhood Park at boat ramp obtained from West County Impact Fees.

Kendall Leach – Vice Chair (SGC HOA Board Member)

-         Zoning & Flum – Working with County to align SGC Zoning and Future Land Use designations.

-         Stormwater – Lake Watch Program underway to test water quality and clarity in SGC waterways.

April Chattinger – Secretary (SGC CERT Member)

-         Public Safety & Health – 4-way stop signs installed at major intersections in 2008 as a result of 4 accidental deaths and numerous accidents, monitoring fire and EMS calls and response times to determine future fire and EMS facility needs within SGC.

-         Fire Wise– Community designation achieved in 2007, multiple SGC lots cleared by Division of Forestry for wildfire hazard mitigation in December 2008, additional clearing and grants planned in 2009.

-         Cove Connector – Fund raising in 2008 provides for 16 royal palms along 4 SGC entrances in the spring of 2009.  Future fund raising will augment beautification, park development and bike/pedestrian pathways.

Yvonne Ermirio – (SGC Learning Garden Team Member)

-         SGC Master Park Plan – BCC approved Plan in October 2008 that identifies 16 County owned parks on 63 acres, a pathway system, CR771 beautification, street landscaping and the Bird Island nature park.  The land is now preserved within SGC for parks and will be developed as funding becomes available. 

-         Park Development and Maintenance – The SGC Park Sub-committee works with County Parks & Rec on design, development and maintenance of parks.

-         Linear Park – Plans are underway to “trim up” the mangroves and clear the brush along the shoreline to open up the water view.  Trimming must be done in accordance with Federal and State guidelines. 

Jim Benson – (Scenic Highway Committee Liaison)

-         Scenic Highway – Liaison to County’s Scenic Highway Committee that attained CR771 scenic highway designation in February 2008 as part of Cape Haze Loop.  SGC/CR771 cleanup done October 2008 under Scenic Highway.

-         Community Event Signs – Evaluating alternatives for placement of event signs at 4 SGC entrances in accordance with County regulations.
